2015 passed Public Chapter 330 to create equity for foster youth

Adds foster parents or authorized rep of Department to list of adults (previously just parents, stepparents, guardians) who can assume financial responsibility w/o filing future proof of insurance on behalf of minor (from Dept. page)

Foster youth previously had to file an SR-22 form to obtain a license
