• Allows DHS to sign the driver’s license application for any child in foster care qualified to apply
• Requires birth parents of child who has obtained a driver’s license to pay the costs of the child’s motor vehicle insurance
• DHS has immunity from accidents - immunity does not extend to foster parents

“The plan shall provide personal injury protection benefits...to any licensed driver who is a minor under foster care and whose parents are unable to pay for the minor’s motor vehicle insurance.”
